All of the discussion that I have seen on this topic assume that the
messages are in a message file; but, what if they are not? I have worked
with code where the program sends text to a screen variable to display
messages. Other cases where messages are in the coded in the display file
and activated by indicators.

That's a good point to keep in mind. In this case, I'm working with a
vendor product where message files were used to handle quickly switching to
a new language, like Spanish. There aren't too many places where a message
didn't come from a message file, because it would have broken the
multi-lingual feature. The exceptions are mainly where we've made our own
mods and didn't want to mess with a message file.
