FWiW, while looking for something else [the IBM System/38 Control
Program Facility Reference Manual- Data Description Specifications,
SC21-7806], I found the following statement as evidence that the concept
for effecting "Logical Independence" via the LF RcdFmt being specified
in a program, was being recommended since at least way back in 1979:
sc21-7730 System/38 Control Program Facility Programmers Guide

If you use the same format as the associated physical file, a change to
the physical file record format requires a change in the logical file
record format, and any program using the logical file must be
recompiled. If your logical file record format is independent of the
physical file record format, a change to the physical file record format
might not create a change to the logical file record format. The program
using the logical file must be recompiled only if the logical file
record format changes.
