It's not clear to me what you are asking. However, I have a Toshiba Satellite A305-S6905 running Win Vista and I have no problem using the function keys in Client Access 5250 emulation or TN5250J.

You mentioned Teamviewer. I'm not familiar with that product, but from Google it appears to be free remote access software. I'd guess the problem might be there, perhaps some configuration option. I assume you are running Teamviewer on the Toshiba to remote into another PC which is running 5250 emulation software. Or maybe I have it all wrong. (In a former life I used the free LogMeIn for occasional remote access to my desktop at work, where I was running Client Access, and I _think_ I also used it on the Toshiba successfully).

If you think it is Toshiba issue, you go to pcsupport.toshiba.com and you can get the manual for your machine.

Someone else mentioned the FN key at the bottom left of the keyboard. That is covered in the manual, but on a cursory glance it seems it is used to control the auxiliary functions (the little icons) on the bottom of the function keys; e.g., FN+F9 toggles the touch pad on or off. I didn't see anything about a capability to change what F1 thru F12 do.
