We're NOT using SSH, certificates, and/or keys.
We are using SFTP via PASE, which only uses user and password.
If the remote vendor would allow us to use SSH and keys, I always go that route.
Many vendors refuse to do the setup.

Can you describe your process to create certificates step by step?
Talking about SFTP (not FTPS) , it's a SSH thing, so in most cases you can reach your target server using SSH and test your connection.
1) Create certificate in your local server
2) Send the id_rsa.pub file to the remote server, so you can connect
passwordless
3) On the target, add the content of this file to .ssh/authorized_keys
4) Create your command file. You can use QSH CMD(ECHO 'command >>
commandfile.sftp') or add records to a file and then export to IFS
using something like CPYTOSTMF
5) Execute SFTP commands using PASE. Remember, SFTP doesn't work
properly with QSH
