I suppose, inferring from the error, that a user that can use FTP but can not use SFTP, could arise if the authentication-method requires a matching UID.

Review the results, i.e. the numeric value presented, from the following auto-prompted command request, naming the [presumably Current] User initiating the request [in place of "The_User"]; I would guess the value is probably 356:

?CHGUSRPRF The_User ??UID()
