New install.

2) If IBM Installation manager is in place, is there an option from there to do the upgrade/install.

I downloaded from PAO, unzipped the repo and put it on my network for
all of us to use. I point my IM at that network repo.

3) RDI 9.5 will come from Passport Advantage site, correct?

It's either there, or over at ESS, and where you want to get it depends
on how you originally ordered it. Or perhaps how you'd care to order it
in the future :-/

4) If currently using floating licenses for RDI via License Manager, are the same keys used for RDI9.5 that I'm using for RDI 9.1 or are new keys required?

No, there are new keys. They came with my PAO download.
