qsHell is started by one of these two commands:
QSH
STRQSH
These are added to your system as part of
Resource

There is also another closely related option: PASE.

I think the difference is that one follows certain open system standards
closely. The other one is more likely to work with many of the examples
you find on the internet.

I think you start pase with
CALL QP2TERM
