Nice that you have a test lpar to get ready for your 7.1 upgrade. This is
useful information.
I'll assume that it was recently created and therefore may be somewhat
current on PTF's. But there were a few 7.1 PTFs for index advisor on cume
3298.

If you are getting this message often you may want to consider opening a
PMR on this with IBM. They may then determine that, since you are a more
"real world" workload than what they see in the labs that maybe they
should go ahead and create this index. They may even issue a new PTF for
7.1 and 7.2 for it. Your V5R4 machine will be out of luck, but at least
you'll know what the future will hold.

I don't suppose you have some unique application which is constantly
querying the system cross reference files for field (column) information?
If it's homegrown perhaps you can restructure that so that it uses
existing indexes. If it's third party (Cognos?) perhaps you could get
them to cooperate with IBM.
