Are there any settings that we can use to turn off Index Advisor?

Little more background on the issue, we found out that suggestions
from Index Advisor were not useful 99 out of 100 times on our
production LPAR (still on V5R4). I was hoping that this problem will
be resolved once we migrate to 7.1. However, it looks like the problem
is not resolved even in 7.1.

Index Advisor advised new index on QADBIFLD 35 million times in three
months (production LPAR - V5R4). Update SQL of sysixadv shows up once
in a while in top 20 SQLs by CPU usage report. Index advisor suggested
over hundred indexes for each table on several tables and most of the
suggestions are not useful.
