My point is that if you can't configure DDM yourself, and thus have to
rely on an administrator to do it for you, then you're at the mercy of
their schedule (and possibly an approval process).
And in my experience, configuration is often a trial-and-error thing,
where the admin tries something, the programmer discovers that what
they're trying to do still doesn't work; the admin tries something
else, the programmer tries again; etc. for several iterations before
things run smoothly.
If the technology involved only requires the programmer, then the
trial-and-error process can go much quicker.
I have no doubt that at some shops, a single person can both configure
DDM and write programs to make use of it. I'm not at such a shop, and
I suspect there are others who are in a similar boat as I am.
