View: Database->Databases-><database name>->Schemas-><Library/Collection>->Procedures->
Create: Database->Databases-><database name>->Schemas-><Library/Collection>->Procedures->-><pull down>->New.


Now I could go on but either you are missing something or *I* completely misunderstand your question!
