I've done this in the past by simply changing the job monitor not to autostart.

2=Change
Change Data Library using JS (CHGDLJS)
Type choices, press Enter.
Data library . . . . . . . . . . > QUSRIJS Name
Monitor . . . . . . . . . . . . *YES *SAME, *YES, *NO
Monitor job name . . . . . . . . QIJSSCD Name, *SAME
Automatically start monitor . . *YES *SAME, *YES, *NO
Text . . . . . . . . . . . . . . 'Pencor05 AJS Default'

Other postings point to a more complex change 1. end the monitor (ENDJS) before save 2. remove autostart entry QIJSSCD in subsystem QSYSWRK 3. save 4. restore 5. STRJS (and I assume put autostart entry back in)
Will autostart not actually start running jobs if saved/restored version was "stopped"?
(the person who ran this test for many years no longer here, and not
documented)
If either option true, then before any full SAVE 21, are you doing ENDJS (and possibly removing autostart)?
