The tape almost certainly contains enough framing information to recover
whatever is on the tape fragments.

Would passing the tape between a couple of strong cow magnets be just as
effective as shredding the tape?

Will your auditors approve of this method?
How will you check to see if you effectively scrambled the entire tape?
Shredding has visual confirmation, which is one reasons auditors approve
of it.
