Try using anonymous FTP to circumvent whatever is the issue.

ftp ftp.software.ibm.com
anonymous
anythinggoes
cd /as400/products/clientaccess/solutions/
ls

The above scripted FTP should [after the ls request] show the two /start/ documents in the directory into which cd was performed. Use GET to copy them to your client.
