I don't really know what you mean by "handler". What I know he's built
so far is pure RPG code that generates .xlsx files. I'm sure it's
already in a workable state (I think he uses it himself for actual
work), but it may not be as polished as he'd like for public release.

I don't know whether he's built anything to read Excel files.
Generally speaking, that is a harder task than writing them.
