Is the "Update Available" status new at V7R2, I've never seen this at V7R1?

A status of "UPDATE AVAILABLE" should also trump "NOT INSTALLED". "If"
there truly is an update available.
Yes I know I'll have to do special actions on the "Not installed" ones; like put on the latest 7.1 TR enabling PTF first.
