I think you are missing the point in some of our questions. All of the
details are needed. 

When you say: 
 "There isn't a Windows install.  In Windows, I just specify the IP address
and port, and presto"  then <I assume> you did the Control Panel>Devices and
Printers>Add a printer
And there you specified IP & Port.  Did you ever send anything from the pc
to the printer to test Win printing?

That sets up a printer for your Win Pc, with a Win driver, for Win programs
(including IBM System i Access) to print to. 
However, to print via IP through remote outq or device description (*Lan
printer) talking to the ip of the printer (not the pc), then Win
configuration is not used. 
If it's a System i Access virtual device description, then the Win support
is needed and the System i Access session must be active.   

So show us a print key of the remote outq or device description to see all
the parms (assuming you want to use tcp printing and not a virtual printer)
. Also a brand name & model of the device would help. 
Any routing or firewall between system and printer?
Any messages or symptoms from trying to print to it.

Does the Windows install include the separately installed LPR?  I have used
that to make USB attached printers visible as network printers.  It does
require that the printer be shared to work.
