The P & T refer to the firmware version of the service processor (Permanent & Temporary - think of an A/B side IPL of the system). I do recall having to update it once at IBM's request to fix a problem.
Change the V=H to V=F and I believe you're good-to-go.

Hmm. And near as I can tell, at least for a non-HMC box, the IPL speed can only be changed with the system shut down cold. Which means we're stuck having to remember to change it back to "F" at the next re-IPL. Which could be months from now.
