V7R1 will still run the job if library does not exist.
V6R1 will fail
Also, on the sbmjob , what is the value of
Initial library list . . . . . . *CURRENT
Or jobd.

good point,. it's submitted but in a very old report writer
package but i wasn't thinking there because what this is, we
migrated off of VARSITY Shipping libs and those files have been
removed from all lib lists except in this case here.

so this one report is failing i presume when trying to add
varsity libs which have been deleted.
