The Display Database Relations (DSPDBR) will show the Library name of QTEMP, irrespective of which job to which the QTEMP library belongs, and irrespective in which job the DSPDBR is requested. A blank library name appearing in the output is a different [possibly valid] condition.

There is a way to get to QTEMP objects, but I do not remember how
to.

If accessing QTEMP objects in another job, mostly inadvisable.

I believe an IPL would be required to clean up the housekeeping.

The valid conditions for which the library name would be manifest as blanks, are expected to be cleaned-up by the IPL [in commit or database recovery] after a Power Down, if not cleaned-up with the end of the job processing due to an implicit ROLLBACK [or per a COMMIT issued prior to then].
