The program that opens\presents the signon display at the acquired device is an OS program; the Work Control program for "DISPLAY SIGNON PROMPT" (QWTMCDSP), I expect. That program would have control of indicators being set.

Data could be included from message(s); that data could include 5250 stream control data, to include the attributes that change colors of the output text. Keep in mind that the panel displayed at signon is static until an active\available key [¿just Enter?] is pressed, since the display was initially presented upon being allocated to a subsystem.
