It should have came on a separate 'F' disc as outlined in the section:
3. F_MULTI_NLV
This media contains some additional programs, products, single licensed
programs, or options.
Perhaps you forgot to load that. Perhaps your BP forgot to order that for
you. But YOU did forget to run the appropriate options in
GO LICPGM
5. Prepare for install
Either find the disc, or order it from ESS (Entitled Software Support) at:
https://www.ibm.com/servers/eserver/ess/ProtectedServlet.wss
Reapply PTFs.
