Exactly.

In my opinion, CL is only barely suited to simple one pass file read
chores like
DSPOBJD OUTFILE()
LOOP:
RCVF
/* do something */
GOTO LOOP

Once we try to use CL for anything more sophisticated, we face the
reality of CL's limited file I/O capabilities. I can't speak for anyone
else, but when I argue with reality I usually lose.
