I would add
3). Two subsystems with same name in different libraries. Obviously not set up,the same. Use WRKSBSD *all/SUBSYSTEMNAME. ( hope there is 2)
Use option 5 to display the option 6 for jobq entries.

2) There is another subsystem that also has a job queue entry for this jobq. For this to be the issue that OTHER subsystem would have to be started first, then the subsystem in question. Then the first subsystem would be stopped leaving the jobq hanging. Because you do not have to re-add the jobq to the subsystem (ADDJOBQE) this is the likely scenario in my mind.
