netserver authentication error -- MIDRANGE-L

we just purchased a new iseries (720) and im trying to change the netserver authentication and im getting the following error:

Cause . . . . . :API QZLSCHSI failed with reason code 15.

15 - Network Authentication is not configured.

Can someone tell me what this is?
