Your statements are both valid, except for the lack of a final apostrophe on the 2nd one.

Now if you put that final apost on, your 2nd line is actually a series of strings with variables in between - REXX does a kind of automatic concatenation without any operator.

So TEST would be a variable - I suspect this is not what you intended, especially as you say these are the 1st lines - no variable has been given a value, other than delim.

Also, the delim = ',' statement has to do with something later on in the
program. I'm not using it as some sort of delimiter for the OVRDBF
command. Those just happen to be the first two statements in my program,
and I was getting the aforementioned error message when either one of them
was the first line executed.
