No, in the instructions for the cume there is a list of PTFs that are required to be on before you install ANY additional PTFs (including groups, hipers, TR, etc).

By special are you referring to the latest CUM for that level. Before any other GROUP etc ptf's. Although the install instructions allow you to skip the PTF's until you Re-IPL to IPL-B to do them.
I can see the value of getting the CUM's on IPL-A from the get-go.

If you are doing an upgrade from an Image Cat, then your IPL Source (IPLSRC) on the PWRDWNSYS command should be *IMGCLG and then another line will show up and you put the name of the image catalog in.
After you complete the upgrade, make sure you put the special 7.1 PTFs on which are required before loading any additional PTFS. At this point, IPL to B, and load all the rest of your PTFs.

Good Day,
I am upgrading from 6.1 to 7.1. I have watched a Common presentation on the upgrade and the only part that is fuzzy for me is the part around upgrading by doing an IPL from the image catalog, load the system to IPL-A. Then ipl from IPL-A.
Is there anything I need to set or watch for before new system loads from IPL-D to IPL-A, for the subsequent IPL from IPL-A?
Then make sure after the new system is fully loaded, ipl from IPL-B to load the PTF's?
