Tomcat isn't in RPG because it wasn't written on IBM i.

AFAIK, IBM WAS is Java so comparing it to Tomcat is comparing Java vs. Java.

what do you think why Tomcat is not implemented using RPG???

Tomcat based Webserver on AS/400 outperformed even IBMs own WebsFear implementation. To get all benefits of modern hardware, you will need some language prepared for multi threading and distributed processing.
And again: If you have a RPG batchjob, running more than 30 minutes, I will rewrite it in java taking only 15 minutes, if your hardware is unconstrained. If i don't reach the cutoff of 50% you will get it for free, otherwise, you would have to pay my effort (you will get an estimate before).
