I looked at
http://www-01.ibm.com/support/knowledgecenter/8286-41A/p8hal/p8hal_82x_84x_rnr_kickoff.htm?lang=en-us

First, for this VIOS partition I looked at:
Removing and replacing a disk drive or solid-state drive in the 8286-41A
or 8286-42A with the power turned on in AIX
However one of the first things it said was:
Log in as root user.
At the command line, type diag and then press Enter.
$ diag
rksh: diag: not found.

Then I tried:
Removing and replacing a disk drive or solid-state drive in the 8247-42L,
8286-41A, or 8286-42A with the power turned on in Linux
And it suggested that I run iprconfig.
$ iprconfig
rksh: iprconfig: not found.

Let me guess, it's one of two things:
1 - VIOS doesn't use straight AIX or Linux.
2 - The people who wrote this documentation figure that anyone using of
these functions would be smart enough to know that you have to enter some
particular shell or another first.
