You don't say what release you are going to so I guessed maybe V7R1

As a rule you can find the details you want in the Backup and Recovery
Manual or the similarly named section in the Information Centre

Basically you can do something like:
- Install Lic and Basic OS on new hardware
- Perform Save (Option 21) on Old system
- Restore save onto New system
- Run Option to upgrade Licensed programs

There's quite a bit more to doing what you're asking and doing plenty of
research and preparation is absolutely vital.

If you haven't done this before or you don't usually even do system
upgrades you might want to get some help or ask plenty of questions here.

You might hear different but this scenario is absolutely do-able - we've
just migrated two systems from 6.1 to 7.1 on Power 8 this week without
issues.
