I typically avoid the stuff like WRKOUTQ to *PRINT because if IBM decides to
move something on the output, your job stops working and it takes forever to
figure out why. They did that years ago on the WRKACTJOB where they moved a
column over 1 byte.
Although I have never tried to use it, there is an API named QGYOLSPL which
allows you to retrieve this information. It has a "filter" option that
allows you to specify an outq.

I know that there are utilities on the market that do this, but if I were to
roll my own, what would I need to do?
I will most likely be doing the retrieve of the spool file name, job, job
number, job user and spool file number and then passing it to a CL to do
other things with.
