Option 8 - Install program temporary fix package *Service - 10 min
Pwrdwn and IPL - 20 minutes
No issues
2nd Pwrdwn and IPL (no PTFs) - 13 minutes

As you noted it is *NOT* recommended to use the *IMMDLY option for CUMes or other Groups. It won't save you appreciable time during the IPL anyway and can in fact cause issues such as you report.

IBM also stated that a large amount of PTFs should not be applied immediately.
