I had a repeat of this issue, 1st since 7/24/14.
This problem is very intermittent, I've had it last year on V6R1, several times this year on V7R1.
I thought PTF SI54293, created 8/11, installed 8/24 resolved the problem, but did not.
In the joblog, the same pattern of messages occurred.
Journaling is not active, but for unknown reasons, OS is requesting to start journaling for this one object.
Notice the "garbage" library name in the CPF9810 message.
Has anyone experienced anything similar or close to this issue?

The real issue as it appears to the customer is that the first message
should not be occurring as the file being restored is not a file where
the DFR object should even be occurring. In the past 2 cases, these
were Source Physical files with no Logical files associated with them.
The next question is why does the "Library not found" message occur?
This appears to be related to journaling for the file but again the
cases have been source PFs with no journaling started. Then the last
question is why are we trying to start journaling for a file that has
never been journaled.

The DB journal development team did find a hole where it could be
causing the problems we are seeing. I created an APAR for the DB
development team to resolve that issue. I will let you know the status
of that.

If no other message indicates a problem with the restore for object

associated with it (QRPGLESRC) and during the restore process
MSGCPF9810 followined by CPI9871 were noted in the JOBLOG. There
was no journaling associated with this file and journaling
should not be started during the restore.
CORRECTION FOR APAR SE59904 :

There is a window between the file failing to start journal
during the restore and the file being added to the defer restore
journaling file QADBRSDFRJ. If the file fails to start
journaling to a different journal than it was journaled to at
save time (by using a *RSTOVRJRN inheritance rule for the
library or a QDFTJRN data area or a *RESTORE rule for a file
that was not journaled when it was saved), and the library ends
journaling or the QDFTJRN data area is deleted, the record
written to QADBRSDFRJ may have blank journal and journal library
names.
The window will be closed, and the record written to the
QADBRSDFRJ file will contain the journal name and journal
library name of the journal that the file failed to start
journaling to.

Had another reoccurrence of this issue - CPI373C Reopened PMR with IBM.
Currently the job is looping, waiting for must gather info.
Another customer has similar issue, PTF in the works On the restore of QRPLESRC to an empty library, the following occurred, setting on the DFRID flag.
For unknown reasons, journaling is trying to start, but the file was not journaled to begin with.
All future RSTLIBRM will fail, until DFRID is cleared - QSYS/RMVDFRID DFRID(*ALL) Database team also involved.
Has anyone else experienced this or similar issue?
Personally, I hate the DFRID option that was forced on us back in V6R1.
I recommended a BRMS data area to be able to control if you wish to use this option.
For us, it has been all negative, no benefit.

IBM has other reported similar issues intermittently over the last 6 months, both V6R1 and V7R1, They are still trying to have someone gather the needed data when the error occurs.
1) Library QRECOVERY
2) BRMS flight recorders
3) Joblog.
QRECOVERY/QADBRSDFRJ PF is possibly getting incorrectly updated, possible code issue.
QADBRSDFRJ is where the DFRID is stored.

Without the spooled joblog, I am not sure I understand what is implied here. With a web search, I get conflicting information about what the CPI9871 is, and in any case, I have no context for any of the messages without the joblog; ideally, including the prior request message [and any other message referencing the object named in the CPI3737, if any more than those noted].
I had one this morning, RMVDFRID *all cleared the issue.
The object identified by CPI3737 would seem to have been properly cleared of a condition of existing with a Deferred Identifier, as a result of the noted Remove Defer ID (RMVDFRID) having been performed.
In my estimation, that actually supports the prior receipt of CPI3737, as being accurate; i.e. a legitimate, rather than bogus [or "false"], condition.
In a past message a statement suggested that the BRMS does not provide an interface to specify a Deferral Identifier, and that the BRM restore commands implicitly performs Deferred Identifier production and thus DFR identifier processing when required; i.e.
