It sounds to me like something is not right. I would check for errors in job logs (possibly in the spool or job log server), other spooled files, QSYSOPR, etc.

445 is one of the core ports used by Server Message Block (SMB) protocol (sometimes called "Windows Networking"), which is what NetServer implements. So I wouldn't think it could be working if you're not seeing that port open and in listen state.

I don't have port 445.

Does anyone have any idea why port 445 wouldn't be listening?
I have done an ENDTCPSVR *NETSVR
and a STRTCPSVR *NETSVR
