What is the user profile of the upload process? It is NOT g092kmb
because the owner of the file, and the one with *ALL authority is
g092kmb. Therefore, if the upload were to use that profile, it would
have sufficient authority.

There is a way to track the processes accessing that file, it is called
Object Auditing, and if your system is already configured for it, you
could look at the audit journal and find out the profile that did the
upload. DSPSECAUD and see if QAUDJRN exists and *OBJAUD is turned on.
DSPOBJD (option 5) to see if the file itself is being audited. If you
want to start auditing, start a new thread with a subject line that
reflects the new question. I bet a lot of people would be interested in
the steps to begin object auditing...

Thanks everyone for the help, I've learned a lot in a short time, and have
some good resources to draw from now, including this group.. now I just need
to see what I missed with regards to setting her profile up. The 2 people in
her division are set up no different, so I am not sure where to look to find
that answer...

Looking for the difference is a good strategy. Is this a new user just
starting to perform these uploads? If not, what changed? WRKUSRPRF
will help you look at profiles. Look in particular for Special
Authority, Group Profile, and Supplemental Groups.

but for now, there are only 3 users in that portion of the
company, so *PUBLIC being set to all isn't going to pose much of a threat
overall.. at least for now

I don't want to sound like a jerk but I come by it naturally :-)
*PUBLIC is everybody in the universe, not just the 3 users in that
portion of the company. If I had your machine's IP address, I could
almost certainly read and modify the contents of that file from here.
