I've used the ICOM software previously and it was one of the most cost effective software packages there was. Check it out and you will be happy. A little no frills, but gets the job done good.

We use ICOM from Pinnacle Software. I have no idea what it costs but it works great. I also have a program, home grown, that forwards messages from one system Qsysopr to any other system / message queue you need. We run this on two remotes and have ICOM monitor the local queues.
This way we use one copy and therefore license of ICOM, one modem and one phone line. Big savings on hardware.
I can dig out the code and post it if anyone is interested. It is not retail quality but it is a basic start. (So many more features I want to add but never have the time for.)

We're currently using Messenger Plus. However we really want to run it on more lpars and boxes and the price is stunning. Probably because Robot owns them now. I want to look at alternatives. I'd rather avoid LXI as their crappy service is why we switched from them to Messenger Plus.
