You need to put rcmd in between quote and call.
You also need a password in there for AS_400_USER - sometimes it needs to
be on a separate line, sometimes on the same line with a space in between.
you also need a space after pgm - that needs to be the program name - the
parms are in their own parameter call PARMS, but that name doesn't need to
be there.
I've done this, but quite awhile ago - so I'm not sure about the ftp
command itself and its options -
