When IBM migrated their documents from the old knowledge base to the new, some authorities were not migrated correctly.
There are 3 levels, first two available to all public if everything set correctly.
3rd level is internal only.
It took an act of Congress to get this resolved.

"This is a problem that is affecting other users besides you so there is nothing you could have done to resolve it. It is a defect in the document entitlement process that is being fixed. The other document you had referenced had some other issue and I think I fixed it... can you try it again?"

FWiW: The given link is not open\free content available to the public; access to the document requires some form of entitlement, beyond just a /free/ IBM ID, per that document being "a technical article that is available (only) to authorized users".
