Well, the cume only gets updated every so often.
IBM does ship the latest hiper group, and the latest DB2 group, along with
every new shipment of cume though.
However, if you look at the APAR associated with SI53118 you will see that
it is flagged as HIPER - NO. You can argue that one with IBM.
I checked the 7.1 TCP group. Last updated January 1, with a planned
update of quarterly. (yeah right). You will not see any ptf on that
group that begins with SI5, it's that old.

IBM does have a 'recommended' fixes location at:
http://www-912.ibm.com/s_dir/slkbase.nsf/recommendedfixes
SI53118 made the 7.1 SMTP list in June.

You can argue that you do not have the time to peruse the list of
recommended fixes. And spend the time fixing the issues instead...
