When that 600+MB download finished, I had nothing. Really bizarre.

Even though the Service Action Log showed nothing, my hardware
service provider suggested I open a PMR. So I did. IBM concurred
it was not hardware related but suggested I install the latest TR
and the latest
cume.
I related my experience as detailed in this thread including my
attempts to download the cume on 7/24. They checked the orders
and said they were rejected.

They suggested I try SNDPTFORD SF99710 again, so this morning I did.
After another 600+MB download, I now have 322 PTFs to load and apply.
Why it worked now and not before I don't know.

Any reason why I shouldn't download and stage the groups (HIPER,
DB, security, etc) and apply all at once?
