End of media option *LEAVE not only leaves the tape as is, but also does not release the device resource until the job is over.
In the below screen shot, job BRMBRCEIT finished a RSTLIBBRM from resource TAP02.
A second RSTLIBBRM was issued which required a different volume.
Resource TAP03 was selected for this RSTLIBBRM, Resource TAP02 remained allocated to this job, even though it was no longer being used.

This caused an issue one night, I knew this job only needed one resource, but actually used two, causing a resource not to be available for another process on another partition.
Lesson learned, use *LEAVE with caution.
