FWiW: That is only because the interface to the /Advanced Analysis/ features is located under D/A/D. That AA feature allows delivery of a means to invoke a LIC program to perform some /analysis/ obtained on data only available to the LIC. If some necessary functionality is lacking elsewhere, e.g. from\in the Hardware Service Manager area of the System Service Tools (STRSST), then the AA tooling can be a means to provide the required capabilities, without any modification to the various sub-components of SST. That same interface to allow invocation of such /analysis/ programs, a menu option to start AA, could be added to many different sub-components of the SST, instead of being available only under Display/Alter/Dump, but there would be little reason to do so; especially given the simple navigation available to any active tool.
