If you fail to find something that says "Yo dude, you can't mess with this
port because it's reserved for..." then try configuring one or the other
application to "bind specific" to a particular port on a particular IP
address. How you do that is often up to the application itself.
A sample might be:
#Listen 10.17.6.129:2001
If stepping through all the screens associated with your http screens
slows you down then the configuration is often stored in a file like
/QIBM/UserData/HTTPA/admin/conf/admin-cust.conf

What makes you think it's http admin tying it up?
NETSTAT *CNN
F14=Display port numbers
F13=Sort by column
1=Select Local Port
5=Display details
and
8=Display jobs
