It depends on what order the subsystems that use those memory pools come up in, system pool numbers are assigned in order based on which is used first. If a batch subsystem that is set up to use *SHRPOOL1 starts before QINTER, then the *INTERACT system pool would wind up 5 and *SHRPOOL1 system pool would wind up 4 with your example below.
