Chuck,

Yes - I got word from someone at IBM that they have a problem with the FTP site, again, and he suggested trying again in a day or two (don't know what they keep messing up there, but it seems to happen far too often).

However, here's something very interesting.  I was blaming Microsoft for messing it up with an update last month, because the first thing I did after rebooting to apply this week's set of XP/.NET/IE fixes was try to connect to the IBM FTP site for iAccess Service Packs, and it succeeded (to the empty top level directory that is - which seems to be a separate issue as everyone is getting that) in both Firefox 24.0 and FileZIlla.

However, this afternoon it fails to connect again from FileZilla.

This morning it resolved public.dhe.ibm.com to 129.35.224.112 (IBM Ireland) and I could connect.
This afternoon public.dhe.ibm.com is resolving back to 170.225.15.112  (IBM Boulder CO) and I can't connect.

SO - whatever the problem is (whether Microsoft messed something up or not) part of the blame for this must rest with IBM.

If I open a connection in FIleZilla direct to 170.225.15.112  port 21 - I can't connect (times out after sending first 220 welcome message reply, and goes no further):

<<SNIP>> there is still a problem. I get an empty directory.

Same with browser access to
http://www-03.ibm.com/systems/power/software/i/access/windows_sp.html

When I click on a Service Pack # like SI49800 I get an empty top
level directory:

Index  of
ftp://public.dhe.ibm.com/as400/products/clientaccess/win32/v7r1m0/servicepack/si49800/
Up to higher level directory
Name Size Last Modified
  <empty list; no files listed>

Maybe after November’s Windows Updates THAT will work again! ;-)

FWiW: I also found that directory, and all the parent directories, to
be empty.  I used an old Mac, both with its FTP client and using FTP://
with Firefox.  A Win update is even less likely to change the outcome
for me ;-)  However I had no issue with their testcase.boulder.ibm.com
FTP site.
