The report's data is to be "Massaged" - moved around, embedded in variable
boxes, background image etc. (preferably by using a Word doc as a template)

Are you familiar with a *Native* tool up to the job?

I started a similar project using iText (http://itextpdf.com/) but
management changed direction and never got very far. Although iText
says it's a PDF generator, it will also do RTF files. If you're partial
to .NET, look at Aspose.Words
(http://www.aspose.com/.net/word-component.aspx)
