No amount of PTF's is going to 'slip the lic'. You're best bet is to get
a fresh resave and install that.

Resave information. Get the 5.4.5 NOT the 5.4.0 resave!
http://www-947.ibm.com/systems/support/i/planning/resave/v5r4.html
The latest resave is "RSF". You're one behind with RSE.

Don't think about it. Order the resave now! Order the latest cume and
all groups now! Whether or not you decide to pursue this course is
optional, but order it now before V5R4 goes out of service 2013-09-30.

How to slip the lic:
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/rzahc/upgradesameversion.htm

Then put on the latest cume and all groups. The above step would have
stripped out many of the PTF's.

If you modified any commands, etc you have to change them back. Typical
OS upgrade stuff...

I do not see V5 at
ftp://testcase.boulder.ibm.com/fromibm/os400
anymore.

Do you have access to IBM's ESS to download it?
