From DST, check attributes of the current console and user. Maybe you got a

QCONSOLE24 or something that has console but not remote panel capabilities.
I'd just reset the password on the original QCONSOLE, erase the connection
and re-create (using QCONSOLE and the new password) that way you should get
the full console.

Lan console requires static IP or at least the same IP always (you can
reserve IP at the dhcp server).
You also need to create aditional QCONSOLE definitions, otherwise console
shouldnt work due to the security certificates the connection creates the
first time...
Are you sure LAN console is working at all?

Also, there was a CA package I had to install when our console needed
to be replaced. I may have notes somewhere.
