I suggest going to:
http://www.ibm.com/
At the very bottom left click on "Contact".
On that screen, in the center is Support, E-Mail, "General 'non-technical'
questions, concerns, or Web-site feedback.". Pick that.
In that form, for the "Message", type in something like:
I go to:
http://www.ibm.com/support/publications/us/library/
I position to I
I scroll down to "IBM i Information Center V7.1"
I select "IBM i Information Center V7.1".
My browser hangs.
I tried both IE 9, FF 23.0.1 and FF 24.0

After awhile you will get a general message.
After further delay you will get a more detailed message that says
something like "what drugs are you on? We are not having that issue."
Which means that IBM found it and fixed it yet doesn't want to admit to
having had any issue.
Which is frustrating, but beats the alternative:
"What website did you originally start out on?" etc. Which basically means
they didn't read your message and are trying to ask you inane questions to
see if they can get you to give up.
