A couple things I would look at. First as mentioned by Roberto is
CHGIPLA. If you set the very last parameter to *YES the system will only
come up to a restricted condition with just the console active. Nothing
else will start so that's my first choice. Remember that this parameter
sticks for ONE IPL and resets automatically so if you do need multiple
IPLs change it each time after you sign on until the last.
Second is to understand what it is that starts the IXS card. Most people
don't understand that the start occurs when the IP interface to the card
is started. This is usually an IP such as 192.168.1.2. This address will
be assigned to the Ethernet line that is attached to the IXS's NWSD. If
you change this IP address to AutoStart of *NO the IXS won't come up
when IP starts.
